Allow or deny specific services for a specific client

There is no way to say that a particular client cannot book a particular service. Services are on or off for the whole business.
That matters most for safety. A reactive dog should not be bookable into a group walk. A dog with a bite history should not be bookable into anything involving another animal. Today the only defence is that the office catches it before it is scheduled, which means it depends on a person noticing every single time.
The ask: a per-client allow and deny list on services. Denied services do not appear to that client in the portal and cannot be selected for them in admin without an explicit override.
It also solves quieter problems. Clients moved off a discontinued service. Clients outside the zone for a specific offering. Clients who have abused a policy attached to one service type.
Right now the rule lives in a note on a profile and the enforcement lives in somebody's memory. That is not a control.

This is possible by limiting Base Services to specific Client Segments. Client Segments are quite customizable, and you can always limit them by Tag, which then allows you to have a service only requestable by clients who you have specifically Tagged.
