Location: Admin Settings > Additional > Visibility > Staff can see previous/next Visit notes/journals

Current behavior:

One toggle controls three things: Previous Visit notes and Next Visit notes in the daily schedule view, and previous journal entries (both in the daily schedule view and the client profile). Turning it off removes all three, including the ability to review past journals in the client profile.

The problem:

These are functionally different types of information and staff need them for different reasons. Visit notes are short term scheduling context (what happened yesterday, what's coming up next), while journals are longer term client history that staff may need to reference in the profile even if they don't need the previous/next visit summary cluttering their daily view.

Requested change:

Split into two separate toggles:

This lets admins hide the visit note clutter in the daily view while still giving staff access to previous journals in the client profile.
